STRATEGI USAHA PERIKANAN NELAYAN ENGBATU-BATU KABUPATEN TAKALAR

Abstract


Dalam menjalankan usaha perikanan laut yang diversitas dan variatif, nelayan Engbatu-Batu seperti nelayan lain di Sulawesi Selatan menerapkan organisasi kelembagaan ponggawa-sawi. Beberapa masalah yang dihadapai nelayan dalam usahanya, antara lain: kesulitan dalam perolehan modal dan pengembangan usaha, kondisi sumber daya perikanan yang tidak menentu, praktik pemanfaatan sumber daya perikanan laut secara bebas/terbuka (open/free use), dan ketidakmampuan nelayan mengotrol situasi dan kondisi pemasaran hasil tangkapan. Untuk mengatasi masalah-masalah ini, nelayan melakukan berbagai strategi seperti: strategi menjalin hubungan dengan pihak-pihak lain, terutama pengusaha dan pedagang besar, untuk perolehan modal, pengembangan modal dengan menambah jumlah unit atau volume dari suatu bentuk usaha; pengelolaan anak buah dengan memantapkan pola-pola hubungan patron-client; pengelolaan informasi berkaitan sistem-sistem produksi (di laut), situasi permintaan dan harga, dan jaringan pemasaran; dan penolakan dan perlawanan nelayan terhadap beroperasinya nelayan cantram/parere dari desa-desa lain.
